He was born March 13, 1937 in Quincy, Illinois the son of William P. and Rena Catherine Wilson Arp.
He graduated from Quincy High School in 1955. He joined the United States Air Force in 1955 and served until 1959. He was a member of Salem Evangelical United Church of Christ.
Survivors include two children in the Chicago area; two sisters, Sharon Pickens, Payson, IL, and Marye Worthington and her husband Richard, Tulare, CA; and five nieces and nephews, Jennifer Bixler and her family, Visalia, CA, Marissa Oatman and her family, Tulare, CA, Jonathon Cloninger and his family, Visalia, CA, Michael Flynn, Quincy, and Dana Pickens, Payson.
He was preceded in death by his parents.
